The California High-Speed Rail Authority and Soar Environmental Consulting are working together to provide Project and construction environmental oversight management for the first section of the High-Speed Rail Project known as CP1 and CP1D. The project covers 33 miles of construction, including 12-grade separations, five canal crossings, two viaducts, one tunnel, numerous wetlands/vernal pools, with major stream crossings over the San Joaquin and Fresno Rivers. Soar Environmental oversees contractor compliance with 500+ permit conditions and mitigation measures. Soar Environmental has developed and is overseeing the implementation of Programmatic Permits and Agreements including nine amendments and twelve sub-notifications for §1600 MSAA, 49 CEQA/NEPA Supplements to the EIR/EIS; 60+ 3rd party utility relocations including successful negotiations for relocating Transmission and Delivery electric and gas lines, pad-mount and pole transformers, telecom and cable lines.
